City Administrator

Mark is a native of Whitfield County and graduated from Northwest Whitfield High School. He earned his BS in Justice Studies from Georgia Southern University and his MPA from Columbus State University. Mark also earned his Professional in Human Resources Certification through the Human Resources Certification Institute, is a member of the Society for Human Resource Management, Georgia Government Finance Officers Association, Government Finance Officers Association, Georgia City-County Management Association, International City-County Management Association, International Association of Emergency Managers, the Whitfield County Local Emergency Planning Committee, and is the Georgia Municipal Association Representative for the Georgia Public Safety Training Center Regional Police Academy Advisory Board. Mark has Advanced Peace Officer certification through the Georgia Peace Officers Standards and Training Council and is a graduate of the Georgia Law Enforcement Command College. Mark is a graduate of Leadership Alma–Bacon County as well. Mark has previously worked for Whitfield County, Georgia Southern University, the City of Dalton and the City of Alma. Mark is a member of Grove Level Baptist Church. He and his wife Cindy have three children.

Pam is a native of Whitfield County and graduated from Northwest High School – 1977. She a member of GA County Clerks
Association, International Institute of Municipal Clerks and attended the GA Clerks Certification program at the University of Georgia Carl Vinson Institute of Government. Pam has two children, Jason Fields and Holli Fields. She has two grandchildren, Havanna and Iverson. She is a member of Poplar Springs Baptist Church. Her hobbies include decorating, creating wedding floral designs, playing piano, spending time with family and friends.
